The Rajya Sabha is the Upper House of the Parliament and is constituted os representatives from the States or the constituent units of the Indian Union. It is a permanent body, one –third of its members retiring after every two years. Thus, every member enjoys six years term. The Constitution has fixed the maximum limit of ist membership at 250 which comprise of 238 representing the State and Union territories and 12 to be nominates by the President to give representation to persons of distinction in the spheres of art, science, literature and social service. the representatives from the state and Union Territories are elected indirectly by the elected members of state legislatures.

A  candidate for election to membership of the Rajya Sabha must be a citizen of India and not less than 30 years  of age.

A person is disqualified to contest if

He holds any office of profit under the Government

He is of unsound mind

He is not a citizen of India or has volu8ntarily acquired the citizenship of some foreign state

He is disqualified by or under any law made by Parliament.
